The item to be affirmed is SECY 87-152 18 entitled Revision to the General Statement of Policy and,
19' Procedures _for Enforcement Actions.
The Commission is being 20 asked to approve a revised General Statement of Policy and 21 Procedures for these enforcement actions.
22 Chairman Zech, commissioners 3ernthal and Carr have 23 approved the revised policy statement with minor modifications 24 by Commissioners Bernthal and Carr.
The Policy Statement, 25 among other issues, addresses rt ?pening of closed enforcement
3-1 actions, changes reflecting NRC's recent reorganization,
.-~3 E.
2' discretionary enforcement action during major ontages, and 3
actions against individuals.
4' Commissioner Roberts has also apprcived the: Revised 5
General Statement to the extent that this document is 6
consistent with his previous vote in this matterLwhich was on 7
COM SECY 87-5.
Commissioner Rogers did-not participate in this 8
action.
