NOTICE OF VIOLATION I'linois Power Company License No. NPF-62 l
As a result of-the inspection conducted on August 4 through 31, 1987, and in accordance with the " General Policy and Procedure for NRC Enforcement Actions", 10 CFR Part 2, Appendix C (1985), the following violation was identified:
i Technical Specification 6.8.1.a. requires that written procedures shall be established and implemented covering the activities referenced in Appendix A of Regulatory Guide 1.33 Revision 2, February 1978. Regulatory Guide 1.33 Appendix A, Item 9 lists procedures for performing maintenance.
a Contrary to the above:
1 On August 12, 1987, personnel performing maintenance on the Reactor'Recirc Flow Control system in accordance with Maintenance Work Request (MWR) C-37643 failed to implement the -instructions of the MWR in that prior to performing l
work they did not ensure that the Hydraulic Power Unit was locked out.
