FEMA Report on Offsite Eraergency Planning 1
for Pilgrim Nuclear Power Station
Dear Sir:
He have received Mr. Varga's letter of August 18, 1987, transmitting a copy of the FEMA report entitled "Self-Initiated Review and Interim Findirg for the Pilgrim Nuclear Power Station", and iequesting that we provide to the NRC "an action plan and schedule for assiscing the State and local governments in addressing the FEMA identified emergency planning issues for Pilgrim".
As Mr. Varga's letter acknowledges, Boston Edison has been providing information and assistance to the Commonwealth of Massachusetts relating to the enhancement of emergency programs for Pilgrim. The information that we have provided to the Commonwealth includes the " Pilgrim Station Evacuation Time Estimates and Traffic Management Plan Update" (August 18, 1987) prepared by KLD Associates, It:c., "A Study to Identify Potential Shelters in the [PZ Coastline Region of the Pilgrim Nuclear Power Station" (August, 1987) prepared by Stone & Hebster Engineering Corporation, and the results of & survey of special needs population within the EPE. The assistance we are providing to the Commonwealth and to the local governments incluoes the retention of professional planners who are working under the direction of those agencies in the development of revised plans and procedures and in the training of personnel.
Boston Edison, the Commonwealth and the towns have developed a sequence of actions for th6 updating and upgrading cf the Pilgrim-related offsite emergency planning programs, and are cooperating in the accomplishment of these actions.
The issues identified by FEMA are within the scope of these efforts.
