l. THE MOTION The NRC staff (Staff) hereby requests- permission to respond by December 18, 1987, to the rebuttal filed by Mr. Morabito dated November 7,1987.

II. DISCUSSION By Order dated October 23, 1987, the Administrative Judge granted Mr. Morahlto's unopposed request to file a rebuttal to the Staff's response l to Mr. Morabito's Specification of Claims. The Order stated that the Staff could respond to new information submitted by Mr. Morabito on a schedule to be established, if necessary, at a later date.

The Staff has now reviewed Mr. M.orabito's lengthy rebuttal and finds a considerable amount of new information has been submitted. For this reason the Staff requests the opportunity to address the new infor-mation in a response to be filed on or before December 18, 1987.
