SUMMARY
On December 22, 1987, the NRC staff met with representatives of PSNH and the Seabrook joint owners to discuss the utility offsite emergency plan for the Massachusetts' portion of the emergency planning zone.
It was noted that:
o On November 27, 1987, the NRC formally transmitted to FEMA the Utility Plan for review.
o On November 27, 1987, NUREG-0654/ FEMA-REP-1, Supp. 1 (review criteria for utility offsite planning) was i:: sued for interim-use, public review and comment.
o The FEMA review of the utility offsite emergency plan will take about four months and the review is scheduled to begin on January 4, 1988.
o Regarding the decision for the NPC/ FEMA support for a Spring '88 graded exercise, it was noted that the staff was not in a position to schedule an exercise date at this meeting.
It may be a few months before this decision can be made.
In the meantime, the licensee was encouraged to work, as much as it is possible, on the training and planning of the exercise instead of waiting until the time of the NRC/ FEMA decision.
o After FEMA has an opportunity to oet into the review of the utility offsite emergency plan, meetings (working and/or status) with the licensee will be established.
A transcript, a handout and an attendance list of this meeting is enclosed.
