RANCHO SECO - ELECTRICAL SEPARATION POSITIONS (REGULATORY ) l GUIDE 1.75 - PHYSICAL INDEPENDENCE OF ELECTRICAL SYSTEMS)

During its review of proposed License Amendment 147 for Rancho Seco, the staff {

requested SMUD (the licensee) to describe how the design and installation of j the new TDI diesel generators and associated electrical equipment met the.

positions in RG 1.75.

On June 2 and 3, 1987, the staff met with representatives of the licensee to discuss RG 1.75 compliance. At these meetings, the licensee identified speci-fic areas at Rancho Seco where the positions of RG 1.75 regarding physical separation were not met. For these areas, the license proposed to demonstrate by analysis and/or test that the installed cable / wire configurations are accep-table. The licensee's approach for demonstrating acceptability was discussed ,

in detail at these meetings.  !

At the conclusion of the meetings, the staff had agreed in principle with the licensee's approach. It was recommended that the licensee document their approach and submit it to the NRC for review and evaluation. On June 26, 1987,  ;

the licensee formally submitted Engineering Report ERPT-E0220, which details l the licensee's approach for demonstrating compliance with RG 1.75, for NRC review. The report was submitted under cover of SMUD letter, serial GCA87-212 dated June 26, 1987. ]

Enclosed is the staff evaluation of Engineering Report ERPT-E0220. The staff finds the licensee's approach to be acceptable, subject to an audit of the ,

actual installations by NRC staff.
