NEED FOR A SENIOR OPERATOR LICENSE ON BEAVER VALLEY, UNIT 1 By letter dated September 24, 1987, the NRC requested your position regarding Mr. Held's application for a senior operator license at Beaver Valley Nuclear Power Station, Unit 1. Your response, contained in a letter dated October 5, 1987, indicated that Duquesne Light Company considers it improper to interfere with Me. Held's exercise of his hearing right. However, under the regulations for which Mr. Held's examination at Beaver Valley Unit I was administered, an application for a license required evidence that the applicant "...has need for an operator or a senior operator license in the performance of his duties," in accordance with 10 CFR 55.10(a)(6). As then required by 10 CFR 55.11c, an application for a license would be approved if the Commission found that "the ap'pli. cant's services as a licensed operator or senior operator will be utilized on the facility for which he seeks a license or on a similar facility within the United States." Therefore, in addition to meeting the physical require-ments and passing a written examination and operating test, Mr. Held's application for an SRO license must include a facility certification that the applicant's services will be utilized in order that the application be approved.
On May 20, 1986, you certified to the NRC, on Mr. David W. Held's Personal Qualification Statement regarding a license on Beaver Valley Unit 1, "...that the individual has a need for an Operator / Senior Operator license to perform his/her assigned duties." On March 12, 1987, Mr. J. D. Sieber executed a similar certification on behalf of Mr. Held for Unit 2. We note that Mr. Held .
was issued a senior operator license on Beaver Valley Unit 2 and is presently performing duties of a senior operator on Unit 2. We further note that Mr.
Held is not included on the attachment to the Duquesne Light Company letter of October 5, 1987, which delineates those individuals who have been designated as potential dual license candidates. Therefore, we request that Duquesne Light Company determine the need for Mr. Held to hold a senior operator license on t Beaver Valley Unit I and advise NRC Region I, in writing, within 20 days of the date of this letter, of your determination by either withdrawing or reaffirming the Unit I certification.
