" QUALITY ASSURANCE AND PENALTIES FOR NEGLIGENCE" l

I In April,1986 the Commission directed the staff to submit a rulemaking package to provide the authority to require independent verification of therapy doses and penalize medical licensees for negligence. The staff chose to proceed in stages since there are widespread ramifications. The Advance Notice of Proposed Rulemaking transmitted in the package is the first step and i

consists mainly of questions which the staff desires medical licensees and I

others to answer.

-l Because the issue is complex, it is entirely proper to begin by requesting l

information from the affected parties. One item that should be added is the number of therapy misadministration that occur. With this addition, I recommend that this rulemaking be initiated.
