REFERENCE:

(a) Letter from Mr. T. T. Martin (NRC) to Mr. J. A. Tiernan (BG&E),

dated June 22, 1987, same subject Gentlemen:

This letter is in response to your request for a cost estimate and permission to use Baltimore Gas and Electric Company property as stated in Reference (a).

The wiring of additional telephone circuits in the Emergency Operations Facility would only involve the installation of communication circuits between tw o rooms. The estimated cost of establishing the circuits is $750.00 (includes labor and materials).

We would provide any assistance possible during an emergency or drill. Ilowever, radio l

tower safety should also be considered in these situations. Relying on a team of technicians to climb microwave towers and install temporary antennas during inclement weather may be unsafe. We suggest that the necessary antennas be permanently installed on the towers with cables run to the base for rapid connection when the Boise Interagency Fire Center (BIFC) teams arrive.

This would expedite establishing communications during a real emergency and minimize the inherent risk associated with tower work by removing the pressures of the actual emergency.

We have contacted BIFC and they are in general agreement with the concept. We have requested more information about the types of antennas required. A cost estimate will be forwarded as soon as all details are resolved with BlFC. In addition, we suggest that the NRC or BIFC plan to perform any required periodic tests and maintenance, 0

December 23, 1987 Page 2 Space will be provided for NRC antennas; however, because we must consider our own future needs for antenna space on the towers, we cannot determine the exact antenna locations until all NRC requirements are known. We will work with HIFC to obtain the necessary information.
