SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 25 TO FACILITY OPERATING LICENSE N0. DPR-80 AND AMENDMENT NO. 24 TO FACILITY OPERATING LICENSE N0. DPR-82 l
PACIFIC GAS AND ELECTRIC COMPANY DIABLO CANYON NUCLEAR POWER PLANT, UNIT N05. 1 AND 2 DOCKET NOS. 50-275 AND 50-323
1.0 INTRODUCTION
By letter dated May 14, 1987, as supplemented September 10, 1987, Pacific Gas and Electric Company (PG&E or the licensee) requested amendments to the Technical Specifications appended to Facility Operating License Nos.
DPR-80 and DPR-82 for the Diablo Canyon Nuclear Power Plant, Unit Nos. 1 and 2.
The proposed amendments would change the control sample (background) location for radioactivity sampling in fish from a location one-quarter of a mile from Diablo Cove to a new location three miles to the south of Diablo Cove. The amendments also would correct a typographical error found in the environmental sampling program table. The September 10, 1987 letter clarified the reason for changing the location of fish sampling.
2.0 EVALUATION At the present time, Table 3.12-1, " Radiological Environmental Monitoring Program", requires that the control or background sample location for fish and invertebrates be taken from areas about one acre in size located about one-quarter mile north or south of Diablo Cove where the plant is sited.
These locations should not be influenced by plant discharges since fish sampled in these areas are supposed to be in the control group for purposes of comparing samples of fish taken from the vicinity of the plant discharge.
PG&E has found traces of plant-related radioactive nuclides in samples from these areas (designated as POS and PON in the environmental program).
As a result, PG&E has tested a new area for control purposes located 3 miles south of Diablo Cove (designated as 7C2) which was found to contain no plant-related discharges.
It is therefore a more suitable location for comparison with samples near the plant discharge. We find the proposed change acceptable.
The second change would correct a typographical error in this same table wherein sample location 7G2 was inadvertently shown as 7C2. This change is acceptable.

3.0 ENVIRONMENTAL CONSIDERATION
These amendments involve changes in recordkeeping and reporting requirements. Accordingly, these amendments meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(10), no environmental impact statement or i
environmental assessment need be prepared in connection with the issuance of these amendments.
4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and (3) the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
