1986,II Northeast Nuclear Energy l

Company (NNECO) submitted Revision 3 to the Millstone Nuclear l

Power Station Physical Securitg) Plan to the NRC Staff.

In a letter dated October 1,

1987, the NRC Staff acknowledged receipt of that proposed amendment and requested additional information to expedite review of this amendment.

NNECO responded with tg) requested information in a letter dated November 20, 1987 In Reference (3), NNECO committed to submit a proposed revision to the Physical Security Plan by December 31, 1987 that would address a-number ~of the items in Reference (2).

The purpose of this letter is to fulfill that commitment.

The attachment to this letter contains the proposed changes to the plan and an explanation for each one.

The NNECO Site Operations Review Committee has evaluated this revision pursuant to 10CFR50.54(p) and has determined that it does not decrease the effectiveness of the Physical Security Plan.

Pursuant to 10CFR73.21(b),

the Physical Security Plan is considered safeguards information, and as such NNECO requests (1) E.
