Outstanding Amendment Requests A previous amendment request, filed October 17, 1986, proposing the deletion of the offsite management organization chart in Appendix B (Environmental Technical Specification and Bases) is pending.

The pending amendment request is not affected i

by this proposal.

Discussion o

The office of Senior Vice President, Engineering and Production has been formed in order to consolidate engineering, nuclear operations, and other production activities under one senior management office.

The Vice President, Engineering and Research; the Vice President, Electric Production; and the newly designated Vice I

President, Nuclear Operations, all report to the Senior l

Vice President, Engineering and Production.

Previously, The Vice President, Electric Production, and the Vice President, Engineering and Research, reported to the President and Chief Operating Officer with the Senior Vice President, Nuclear Power, having executive, but not in-line organizational authority, i

o The nuclear operations responsibilities of the former Electric Production Department have been, transferred to the newly formed office of the Vice President, Nuclear Operations.

Within this new organization are two

~

departments and one division:

the Nuclear Generation Department; the Nuclear Support Department; and the Quality Assurance Division.

o The Manager, Nuclear Support Department, the Manager, Nuclear Generation Department, and the Superintendent, Quality Assurance Division report to the Vice President, Nuclear Operations.

The Peach Bottom Atomic Power

Station and the Limerick Generating Station-Managers, J

and the Superintendent of Nuclear Training Section now report to the Manager, Nuclear Generation Department.

o The heads of Nuclear Support's Sections, which include I

Fuel Management, Nuclear Safety, Licensing, Radiation Protection, Emergency Preparedness, Nuclear Plant 3

Chemistry, Radioactive Waste Management, and Nuclear 1

Plant Security, and the Superintendent, Limerick 2 Project, now report directly to the Manager, Nuclear Support Department.

o The Quality Assurance Division organization remains unchanged, except that the Superintendent, Quality Assurance Division now reports directly to the Vice President, Nuclear Operations.

o The new-Electric Production organization has two managers, the Manager, Production Department, and the l

I Manager, Maintenance Department.

Both Managers report to the Vice President, Electric Prcduction, o

Environmental Affairs, Chemistry Section, and Nuclear Records Section are part of the Production Department l

within Electric Production.

o The Nuclear Review Board reports to and advises the Vice President, Nuclear Operations.

The proposed changes to the offsite organization chart and certain management position titles are all administrative in l

nature.

One Category of change is proposed l

4 The proposed administrative changes discussed in this application involve only one category of change.

All of the j

position title changes and the restructuring of the organization are related and are administrative in nature.

Therefore, all of the proposed changes are considered under the same safety assessment and under the same evaluation for no Significant Hazards Considerations.

The Safety Assessment for the proposed changes follows, along with an evaluation of each of the three standards as set j

forth in 10 CFR Section 50.92 to support the conclusions that the changes do not involve any Significant Bazards Considerations.

Safety Assessment i

The administrative changes to the offsite organization and changes made to position titles reflect the restructuring of I

the offsite support organization in order to provide more j

responsive control of activities essential to the efficient and safe operation of the plant, and because of growth and specialization within the company.,

u

l The ability of management to respond effectively to safety issues is not diminished by the title changes or by restructuring of the offsite support organization.

The qualifications, educational and training requirements for the positions continue to meet or exceed the requirements of ANSI /ANS 3.1-1978 and other requirements as described in section 6.3, page 246 of the Technical Specifications.

The restructuring of the offsite support organization will increase the ability of management to respond to safety issues in a more timely manner.

Specifically, the changes to the offsite support organization enhances management's effectiveness as follows:

The position of Senior Vice President, Engineering and Production, with in-line organizational authority was created.

The three Vice Presidents with responsibility for the engineering, maintenance, and operating activities report to the Senior Vice President.

This organizational change improves management's capability in the coordination between all departments responsible for activities associated with the safe operation of the plant.

2.

The responsibilities of the Vice-President of the previous Electric Production Department have been divided among two Vice President positions: Vice President, Nuclear Operations and Vice President, Electric Production.

The Vice President, Nuclear Operations is responsible for nuclear plant operations _ _ _ _ _ _ _ _ _ _ _ _ _

and various offsite nuclear support activities (licensing, emergency preparedness, fuel management, j

i radiation protection, training, quality assurance).

The l

Vice President, Electric Production, is responsible for i

providing the manpower and engineering resources to

support the stations' maintenance programs.

Further, I

two managers have been added to both Nuclear Operations and Electric Production.

This will permit management to devote its time to managing an area of smaller scope, thus enhancing its capability to focus on matters requiring attention.

The Superintendent, Quality Assurance Division, now reports to a Vice-President rather than a department manager as specified in the previous organization.

This change will permit a more timely response by management to quality assurance issues requiring its attention.

i Based on the discussion above, the proposed changes to the organization and the changes to position titles do not pose a safety concern.

1 Significant Hazards Consideration Determination (1)

The proposed change to the offsite organization and position titles do not involve a significant increase in the probability or consequences or an accident previously evaluated.

i The changes do not decrease the qualifications, the j

experience, nor the training requirements of those positions which have had a title change, but merely reflect an enhancement of management structure and positions.

These changes do not decrease the effectiveness of the organization or the ability of the l

organization to respond to safety issues.

The i

j restructuring of the offsite organization allows I

i 1

management to further increase their attention and focus on safety issues.

j The reorganization and position title changes and the proposed changes to be made to the organization are

)

i administrative in nature and do not involve an increase in the probability or consequences of an accident

)

i previously evaluated.

The proposed changes to the offsite support organization do not create the possibility of a new or different kind of accident from any previously evaluated.

The effectiveness of the offsite support organization is enhanced by the proposed changes, and no changes to the j

operation or configuration of plant syetems will result from this proposed change.

The changes are administrative in nature, and enhance the ability of management to effectively respond to safety issues.

Therefore, the proposed changes do not create the l

possibility of a new or different kind of accident from any previously evaluated.

The proposed changes to position titles and the offsite j

support organization do not involve a significant reduction in a margin of safety.

Philadelphia Electric Company, in response to the need for additional management attention and focus, after alignment of Limerick Generating Station and. Peach Bottom Atomic Power Station along similar organizational plans, created a new offsite management structure.

The proposed changes enhance the ability of management to respond to safety issues.

The experience and qualifications of the management positions remain unchanged.

Therefore, these changes do not reduce the margin of safety.

Conclusion Based on the discussion above, operation of the facility under the proposed Technical Specifications does not involve any significant hazards considerations.

Environmental Considerations This amendment request proposes revision of'the offsite l

organization.and would revise certain titles in the l

administrative section of the Technical Specifications.

The i

Licensee has determined that this amendment request involves no I

increase in the amounts and no change in the types of any l

i effluents t hat may be released offsite, and that there is no

'l increase in the individual or cumulative occupational radiation I

exposure.

The Plant Operation Review Committee and the Nuclear Review Board have reviewed these proposed changes to the Technical Specifications and have concluded that they do not involve unreviewed safety questions or involve Significant Bazards Considerations and will not endanger-the health and safety of the public.
