Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 Unit 2 Groundwater Monitoring Program The purpose of this letter is to inform you that GPU Nuclear intends to reduce the reporting frequency for groundwater monitoring program results from quarterly to annually.

During March and April 1980, groundwater monitcring wells were drilled at predetermined locations around TMI-2 to monitor for radioactively contaminated water which may hWe entered the groundwater due to leakage from the TMI-2 Reactor Building. Monthly reports were originally sent to the Pennsylvania Department of Environmental Resources. As of February 1981, these reports also were sent to the Nuclear Regulatory Commission (NRC) due to an increase in the indicated groundwater tritium concentration. This increase was later traced to leakage from the Borated Water Storage Tank (BWST).

After resolving the BWST leakage, a downward trend in the tritium concentration was found in the groundwater munitoring wells. Based on this trend, the periodicity of the Groundwater Monitoring Report was reduced from monthly to quarterly in August 1983.

Over the past four (4) years, the results of groundwater monitoring have remained stable, processing of the accident generated water has reduced the source term of the water, and draining the Reactor Building basement has lowered the motive force for water movement out of the Reactor _ Building.

Thus, GPU Nuclear believes that sufficient justification exists to reduce the reporting frequency to a single annual report.

GPU Nuclear proposes to include results of the Groundwater Monitoring Program in the Annual Radiological Environmental Monitoring Program Report (REMP Report) required by GPU Nuclear Corporation is a subsidiary of the General Public Utilities Corporation 8709010197 870826
