Dear Mr. Calvo:
Public Service Company of Colorado (PSC) has reviewed the NRC's proposed schedule for completion of the Fort St.
Vrain Technical Specification Upgrade Program (TSUP),
provided in the referenced letter. We agree that the major subtasks have been identified and are supportive of our overall goal of TSUP implementation by the startup following the fourth refueling.

PSC would like to discuss with the NRC specific milestone dates and the scope of the remaining tasks. We note that the certification of conformance with the FSAR, shown in Figure 2 of the referenced letter, is an apparent expansion of the TSUP scope that has the potential for requiring a significant amount of PSC's limited resources.
PSC proposes that these TSUP schedular discussions be held in conjunction with the TSUP comment meeting scheduled for August 25 and 26, 1987.
