Notice of Violation i

Gentlemen:

During a discussion on June 5,1987 between Mr. Fred Stough - Radiation Safety Officer and Mr. Robert Thomas of the Regional Staff regarding a Radiographic Exposure device that had been lost at sea, It was concluded that the device was in Federal Waters and subject to N.R.C. Enforcement Actions.

l Boothe-Twining has conducted radiographic operations in Federal Waters i

off the coast of California for the past fourteen years, with an N.R.C.

l l

license from 1980 thru 1985.

Prior to 1980 no 241 forms were submitted for activities offshore. As can be concluded,during the licended period we were obviously in accordance with requirements listed in 10 C.F.R. 150.20.

l In 1986 our radioactive operations at Vandenburg A.F.B. CA. came to a conclusion.

It was the decision of management to terminate the N.R.C.

license as there is some financial obligation.

Needless to say no one realized that offshore operations would require fulfillment of N.R.C.

requirements.

Had this point of contention been brought up, the decision j

to keep the N.R.C. would have been in the affirmative.

After the discussion with Mr. Thomas, Mr. Stough informed management of these developments.

It was the decision of management that we re-apply for an N.R.C. licence immediately.

rir. Stough was instructed to call BethRiedlinger of N.R.C. and secure the application, this has been accomplished.

The target date set for securing s

the license has been set at August 31, 1987. Prior to this date Boothe-Twining will submit 241 forms as required.
