Unit No. 1 VICE PRESIDENT P-87267 WCLEAR oPERAhoNS U.S. Nuclear Regulatory Commission ATTN:

Document Control Desk Washington, D.C.

20555 Attention:

Mr. Jose A. Calvo Director, Project Directorate IV Docket No.

50-267

SUBJECT:

Submittal of Current Construction Status for Appendix R Modifications

REFERENCE:

See Enclosure

Dear Mr. Calvo:

As indicated in Reference 1,

PSC committed to update the NRC periodically as to the construction status of our Appendix R modifications.

The attached condensed " Schedule of Appendix R Modifications" updates the status of these modifications, previously submitted in References 2 and 3,

as requested by the NRC in Reference 4.

The attached schedule also reflects the status of the recent additional modifications resulting from the Fire Protection Shutdown /Cooldown model changes described in Reference 5, and the fire detection system additions noted in Reference 3.

These new modifications include:

Item Description of New Modification References 4.4.a Emergency lighting, reissue required for model 5

changes 4.5.a Fire Detection; reissue for additional detectors 3

per NRC Inspection Report 50-267/87-12 4.10.k Cable Reroutes; Fire Water Pump Room Upgrade 5

It should be noted that Public Service Company of Colorado has recently completed a number of these,-.as shown in the attachment, and is aggressively working on the remaining Appendix R modifications.

The third Turbine Water Removal Pump, denoted as item 4.9, has been described in References 7 and 8 being a " full sized pump".

It has been -recently decided that this pump will be smaller than the existing pumps to minimize frequent cycling for better.

plant operation, while it will be capable _of performing its Fire Protection Shutdown /Cooldown functions. _While the existing two. Turbine Water Removal Pumps are seismically and environmentally qualified the third Turbine Water Removal Pump will not be qualified even though it has an essential power supply.

The Fire Water Pump Room upgrade (Item 4.10.k) is being delayed because of reprioritization associated with the six week circulator outage and certain material delays.

As discussed with Mr. K. Heitner and_Mr. D. Kubicki on July 22, 1987, the schedule for the installation of the emergency lighting (Item 4.4) must slip due to both the additional lighting resulting from the Fire Protection Shutdown /Cooldown model changes of May-15, 1987, and a significant underestimation of the amount uf construction labor needed to accomplish this task.

PSC is attempting to use the maximum feasible number of electricians in the area (s) being worked on in this effort, and is aggressively pursuing its completion.

The listed scheduled completion date of January 15, 1988 reflects the effects of both causes of schedule slippage on this. item.

PSC requests NRC concurrence with the attached revised schedule.

This schedule has had to be revised as a result of additional modification work added by the changes to the Fire Protection Shutdown /Cooldown models and unforseen problems, such as material delivery delays and priority changes. This schedule extends to the startup following the 4th refueling outage, and no further schedule changes are anticipated at this time.

Per Mr. K. Heitner's request, PSC will submit an Appendix R modification construction schedule to the NRC every six months until all Appendix R modification activities are completed.

If you have any questions on this matter, please contact Mr. M. H.

Holmes (303) 480-6960.

Very truly yours, R. O. Williams, Jr.
