n SEABROOK NUCLEAR POWER STATION SALP INPUT Period April 1,1986 through July 31, 1987 Emergency Preparedness 1.

Analysis During the previous assessment period licensee performance in this area was rated as Category P (improving), based upon performance during the NT0L Emergency Preparedness Implementation Appraisal and the first full-participation emergency preparedness exercise.

During the current assessment period, two NT0L appraisal followup inspections, one routine safety inspection, and one special safety inspection were conducted, in addition changes to the Emergency Plan and Emergency Plan Implementing Procedures were reviewed.

The two NT0L Appraisal followup inspections were performed in March and June, 1986, specifically to followup on twenty four open items resulting from the appraisal. Actions by ti,2 licensee have been sufficient to close twenty two open items, the remaining two open items are required to be corrected prior to issuance of a full power license. The routine I

safety inspection which was conducted in March, 1987, related to I

inspection of the training program, operational status of the emergency preparedness program, and security / emergency preparedness program interface.

The special safety inspection which was conducted in February,1987, related to followup of the circumstances relating to the classification and notifications of an unusual event on February 11, 1987. This special safety inspection resulted in the issuance of a Notice of Violation.

The licensee failed to follow the requirements of emergency procedure ER 1.0, " Classification and Notification of Emergencies at Zero Power",

which requires notification of both Massachusetts and New Hampshire within 15 minutes of classifying any emergency condition (as defined in procedure ER 1.1).

The causes of the violation were related to weaknesses in training for Shift Supervisors and in procedures.

The emergency preparedr.ess planning function continues to be controlled by NHY corporate staff located at the plant site.

Close liaison continues to be maintained with the site organization. During this assessment period the position of director of emergency planning was filled by a permanent NHY employee and an additional corporate planner has been assigned from Yankee.
