Comments on Inspection Manual Chapters 0030, 0040, and 0045 1.
MC 0030, page 6, 09.05 Changes Comment
"... and justified on the basis of cost-benefit." should be deleted because the statement implies that a written cost-benefit analysis will be performed prior to adding a new requirement to the Inspection Program.

MC 0040, Page 3, 04.03 a.
Comment - 04.03 a. does not seem to fit the title of MC 0040, " Preparation, Issuing, and Revising of Documents for Inspection Manual." We suggest
" Establishes" instead of " Implements." Also, " oversight" not "oversite."
