EPIP 4-3 PUBLIC IN1'ORMATION FOR AN ALERT / SITE AREA / GENERAL EMERGENCY i
1.0 PURPOSE r
l To Provide instructions for implementing the Public Information response to an Alert / Site Area / General Emergency at the Shoreham Nuclear-Power Station (SNPS).
2.0 RESPONSIBILITY 2.1 The Emergency Communications Director (ECD) is responsible for all public information during the emergency.
2.2 The Emergency Communications Liaison (ECL) is responsible for obtaining news release data until the EOF is in command.
2.3 The Emergency Neus Manager (ENM) is responsible for supervising the activation of the ENC and directing all activities in the ENC.
2.4 The Press Release Writer is responsible for i
developing'all news releases.
2.5 The Operations Supervisor is responsible for providing for adequate logistical supp' ort and resources to ensure the continued operation:of the EMC.

2.6 The Company spokesperson is responsi'ble fSr representing LILCO during press conferences and briefings at the ENC.
2.7 At termination of the event, transmit' copies of all completed forms to the Manager, Emergency Preparedness.

All forms /docu:uents must be retained for review and storage per ANSI N.45.2.9.
4.0 PREREQUISITES 1
4.1 An Alert / Site Area / General Emergency has been declared at the Shoreham Nuclear Pouer Station.
(SNPS) in accordance with EPIP 1-0, Classification of Emergency Action Levels.

implement Section 5.1 of EPIP 4.5, Public~
Information Notifications.
5.1.2
'At an Alert classification prior to EOF and i
ENC activation, perform the following:
l a.
Fill in the appropriate spaces for the l
press release (Attachment 1).
1 b.
Verify press release content.with the ECD and incorporate ECD's comments as necessary.
c.
-Obtain Emergency Director verbal approval of the release.
1 d.
Transmit press release to the Corporate Communications Department.
l CAUTION l
PERFORM STEP 5.1.3 ONLY IF AN ECD CANNOT BE CONTACTED.
5.1.3 If an ECD cannot be reached within five (5) minutes of attempt to contact:
a.
Complete Attachment 1 (Sample Press Release) with information cited in section 5.1.2.
b.
Obtain ED verbal or written approval.
CAUTION PROVIDE O!?LY INFORMATION CONTAINED IN PRESS RELEASE c.
Contact the press using the phone numbers on the News Media Call List
( At ta chmer.t 2).
Identify yourself as representing the Long Island Lighting Company and read _the press release.

Transmit press release to the Corporate Communications Department.
5.1.4 Upon arrival at the TSC, set up communications equipment.
5.1.5 Establish contact with, and provide technical support for, the Emergency Communications Director (ECD), as requested.
5.1.6 When time permits, ensure ED receives hard copy of all press releases.
5.1.7 Following activation of EOF and ENC, perform the following:
a.
Assist in Rumor Control in accordance with EPIP 4-4, Rumor Control, b.
Aid in verifying the cverall accuracy of i
any information being provided.
j 5.2 Emergency Communications Director (ECD) 5.2.1 Proceed to the Emergency Operations Facility (EOF) and maintain frequent contact with senior company officials.
5.2.2 With assistance from the Press Release Writer stationed at the EOF, assume responsibility for the preparation of news releases and Response Manager (RM) approval (Reference Attachment 1).
5.2.3 Supervise collection and transmission of all information regarding the emergency.
5.2.4 Obtain new emergency information as it develops and obtain approval of the Response Manager for any press announcement before it is transmitted to the ENC.
5.2.5 Supervise transmission of the approved news I
release to the ENC for ccpy and distribution.
5.2.6 Maintain constant communications with the ENC and the other emergency centers, 5.2.7 Accompany the Response Manager (RM) and cther LILCO management as required for news conferences at the ENC.
