Coordinating and Dispersing of Information During an 12 Incident at the Shoreham Nuclear Power Station - The 13 Director of Local Response, through the Coordinator of 14

Public Infomation (CPI), will provide infomation and 15 instructions to the public at the time of an incident 16 at the plant.

Information will focus on the nature of 17 the incident and the response (if any) that individuals 18 should be making.

LERO spokespersons shall coordinate 19 the release of information working in conjunction with 20 the County Executive or his authorized designee, if he 21 chooses to participate.

At this point, the priinary 22 means of communication is the EBS network.

23 24 The Public Information Staff and LILCO's Emergency News 25 Manager, or designee, shall establish a working 26 communications office at the Emergency News Center (ENC) in 27 the Holiday Inn, Ronkonkoma.

personnel will confer on a regular basis to ensure that 29 accurate and consistent emergency information is being 30 shared and discussed.

Prior to public announcements, all 31 parties shall discuss the infomation that is about to be 32 relayed and how that information may impact on the 33 responsibilities of the agencies involved.

34 35 The desk provided for the LERO Public Information staff is 36 equipped uith a dedicated telephone for direct contact with 37 the Coordinator of Public Information at the EOC.

The 38 Public Infomation Support Staff will be able to contact 39 the CPI Staff at the Local EOC, as required, via an 40 additional telephone which is provided.

41 42 Desk space and telephones to accommodate the various 43 representatives of the news media will be provided at the 44 ENC.

This will consist of 60 telephones, 30 typewriters 45 and work space for approximately 100 people.

Additionally, 46 there is a second floor conference room providing 3,000 47 square feet of floor space which will accommodate 48 s

5 The ENC will serve as the central clearinghouse for the 6

release of all information received from the Utility and 7

LERO Representatives.

Should the INC, become unavailable, 8

it will be relocated to LILCO's Corporate Communications 9

Center in Hicksville.

LERO Public Information personnel 10 l

will be prepared and available for consultation during all 11 news briefings given by LILCO and LERO officials and assist 12 in answering questions.

The briefing shall serve three purposes:

to prevent: misinformation and rumors 8

9 The Public Information Staff at the ECC aided by 10 support staff at the EOC, is responsible for 11 preparing press releases for media dissemination.

12 When preparing such releases, the following shall 13 occur:

once a press release is prepared, 16 it must be approved by LERO Director.

17 18 after LERO Director approval, assign a staff 19 o

member to distribute press release to LERO, 20 government and Utility PIO's and obtain 21 their acknowledgement by means of a 22 sign off.

incorporate changes into a final press 25 release.

26 27 distribute approved press release by 28 o

appropriate means--telephone, telecopy, 29 hand or mail as required by 30 circumstances.

The Emergency News Center (ENC) will be the central 35 location for rumor control.

The public will contact 36 the LILCO Customer Relations District Offices and the 37 LILCO Customer Call Boards for information concerning 38 the emergency response.

LILCO personnel at these 39 locations will be provided with updated press 40 i

releases.

If they cannot answer the inquiry they 41 j

will call the ENC where a coordinated rumor control 42 l

point will be manned by representatives from LERO and 43 the Utility.

Public Information and Rumor Control 44 Procedures provide details of the emergency function 45 of the CPI (See Procedure 3.8.1-Public Information).
