Dear Mr. Butler:

An inspection of the Pe r b Bottom Hydrogen Water Chemistry (HWC) installation was performed by the NRC on August 11, 1987. This letter provides information in response to requests made during the inspection.

The inspection covered the HWC system, which is still under construction, including the hydrogen and oxygen storage system sites, the injection system control station, the system control panels, and the chemistry and materials monitoring instrumentation. During discussions, the NRC representatives requested detailed information on the system design. This information is q enclosed (Enclosure 1), consisting of PSID M-336, Sheets 1 and 2; Hydrogen  !

Prior to the system inspection, a discussion was held concerning the status of the NRC review of the Peach Bottom Technical Specification amendment request for a Main Steam Line Radiation Monitor (MSLRM) setpoint change (reference 1). The NRC requested additional information concerning the station's ability to detect and respond to fuel failures which were less than the revised trip setpoint. + ,V Discussion at the site also indicated that the NRC is expecting to issue an SER for Peach Bottom which would address the complete system Installation. Philadelphia Electric's submittals for HWC to date have addressed only the MSLRM Setpoint Change (reference 1) which is a Technical Specification change, and the storage of hydrogen and oxygen (reference 2). As requested during the inspection, we are transmitting herewith for your information our 10CFR50.59 evaluation for the hydrogen / oxygen injection systems along with a review of our system's design conformance to the EPRI "Guldelines for Permanent HWC Installations" (Enclosure 3). The NRC has recently accepted the Guidelines (reference 3) ,

for use in HWC 1icensing. As detailed in our Enclosure 3, our design is in conformance with the Guidelines.
