Intersections are usually characterized by "btbNht[d 'I flow conditions.

That is, control devices allocate a portion of the r

b available time to each competing traffic movement in eider.co tem-porally separate vehicles traveling on conflicting pachs.

Under evacuation conditions, where paths of travel are prescribed, it is possible--and in many cases, desirable--to mandate traffic movements :hrough intersections so that they are non-conflicting.

When this treatment is applied, traffic movement may be continuous, rather than intermittent, with a commensurate increase in capacity and significant reductions in travel time.

Table V identifies those intersections where this treatment is to be applied.

In all cases, personnel cust be assigned to enforce the indicated movements for all evacuating vehicles.

The application of this treatment, and the selection of intersectioco where this treatment is applied, must be undertaken with considerable care.

A proliferation of such treatments or the improper location of these treatments could violate the specified origin-destination patterns and create confusion.

This potential inconsistency is avoided by limiting the number of such treatments and by the careful selection of locations.

Execution of the Traffic Assignment program confirmed that all prescribed evacuation routes could be satisfied by at least one path from each origin to all associated destinations.

Since it is necessary :o provide access to all loca: ions for all non-evacuating vehiclas, as discussed earlier, such t reatment s must be severely limit ed in number and ext enc.

The treatmen:s indica:ed in Table VIII were considered necessary due to the high rate of trip generation in :he area and t he limit ed capacicy of t he a:t endant roadway sy st em.

Caannelizat ion Treac ment s Table IX desc ribes the channelizat ion t reacment s employed on select ed sect ions of the evacuation network.

The primary objec-t ive of t his t reatment is to increase capacity at c rit ic al int e r-sect ions where : urn movement s are significant and t raf fic demand is hig h.

Such t reatment s take several forms :

o Adding a lane by exploiting che shoulder o

Channelizing exist ing lanes o

Closing one or more existind lanes Adding a lane as a ": urn-pocket" co separa:e througn o

movement t raf fic f rom one or boc n t urning movement s.

Use of a shoulder may be involved.

It is essential that adequace preparat ion for such t reac-ment s be provided in t he form of signing, barriers, cones, and vehicles (where required) and personnel.

In some locacions, such signing should be "act ive" (e.g., amber arrows) and, if ac night,

addit ional light ing should be provided.

Access Links for All Generated Trips All generat ed t rips must t ravel f rom t heir respective ort-gins (e.g., a home or apart ment dwelling) along local, and possibly,

" collector" street s to gain access to a link of t he evacuation nec-work.

The precise route t aken f rom e ne origin co t he spec ified network link is left t o t he disc ret ion of t he mocorise.

It is impo rc snt, however, t hat each mo:orist ent er t ae evacuac ion nec work on the specified links to ensure that he is travelling in :ne proper direction at t he out set of :he evacuation t rip.

If the motorist errs in this respect and encers the necwork t ravelling in the wrong direct ion, he may correct his direct ion or take another rou:e ou of t he EPZ.

In either case, the mocoris: is apt to lengt hen his t ravel t ime relative to execut ing c he proper covement onto c he evacuat ion net work.
