QUALITY ASSURANCE PROGRAM FOR SHIPPING PACKAGES OF RADI0 ACTIVE MATERIAL 1.0 SCOPE 1.1 This program describes the system which has been established at the Ebasco Materials Engineering Laboratory (EMEL) to implement the requirements of 10 CFR Part 71 for the shipment of radioactive materials, as applicable to industrial radiography licenses.

1.2 Design and fabrication of radioactive material shipping packages will not be performed by Ebasco and is therefore not included under this Quality Assurance Program.

Shipping will be performed using shipping containers from Amersham-Tech / Ops RPD which are approved for use on the Ebasco N.R.C. Byproduct Material License.

2.0 ORGANIZATION

2.1 The EMEL Manager has responsibility for this program.

The Manager reports to Ebasco's Director, Materials Testing and Examination Services.

2.2 The EMEL Radiation Protection Officer (RPO) is responsible for program administration, training, certification, document control, maintenance of records and auditing.

The EMEL Assistant Radiation Protection Officer (ARPO) will assist in these functions and act on behalf of the EMEL RPO in the RPO's absence.

The EMEL RPO reports to the EMEL Manager.

l 2.3 The radiographic technicians are responsible for handling, storing, shipping, inspecting and record keeping.

The technicians report to the EMEL RPO.

2.4 The Corporate Radiation Safety Officer is available for consultation and is designated to perform the audits described in Section 13 of this program.

The Corporate Radiation Safety Officer reports to Ebasco's Director, Materials Testing and Examination Services.

'3. 0 TRAINING AND CERTIFICATION 3.1 All radiographic technicians shall receive adequate training rx as specified in the EMEL " Radiation Safety Training

Program".

This training will be documented.

3.2 Upon completion of qualification, including training, satisfactory test score and the applicable experience time, radiographic technicians shall be certified as Radiographer or Radiographer's Assistants.

3.3 Only after certification as Radiographer or Radiographer's Assistant, shall technicians be allowed to perform any function associated with shipping radioactive materials.

4.0 PROCEDURE CONTROL 4.1 The procedures specified in the remainder of this program are attachments of the EMEL " Manual for Operating and Emergency Procedures for Isotope Radiography" (O & E Manual).

Distribution and.:ontrol of the 0 & E Manual is the responsibility of the LMEL Radiation Protection Officer.

4.2 The EMEL Manager shall review and approve the 0 & E Manual and all revision to the O & E Manual prior to issuance.

4.3 The EMEL Radiation Protection Officer shall assure that all rm functions covered by this program are performed to the

latest, approved procedures.

The EMEL RPO shall assure that the latest, approved procedures are available at all location where the covered activities are performed.

5.0 DESIGN CONTROL Design and fabrication will not be performed by the Ebasco Materials Engineering Laboratory.

6.0 PROCUREMENT; DOCUMENT CONTROL; CONTROL OF PURCHASED MATERIAL, EQUIPMENT AND SERVICES 6.1 Procurement of containers and services shall be from Amersham-Tech / Ops RPD, exclusively.

Containers used shall be NRC certified and included on the EMEL NRC Byproduct Materials License.

Design and fabrication will-not be performed by the Ebasco. Materials Engineering Laboratory.

I 8.0 INSPECTION, TESTS AND OPERATING STATUS 8.1 Inspection, tests and operating status of packages i

containing special form radioactive material shall be performed in accordance with the " Procedure for Procurement, Receiving, and Shipping of Radioactive Material Packages".

evaluations shall be documented on the Special Form Radioactive Material Package Radiation Survey Report -

RECEIVING and Special Form Radioactive Material Package Radiation Survey Report - SHIPPING.

8.2 Inspections, tests and operating status evaluation shall be performed by certified Radiographer only.

R(N 8.3 The Radiation Protection Officer shall ensure that all functions are performed as per this manual and " Procedure for Procurement, Receiving and Shipping of Radioactive Material Packages".

9.0 CONTROL OF MEASURING & TEST EQUIPMENT 9.1 Radiation survey equipment shall have been calibrated within s.

90 days prior to use.

9.2 Calibration shall be performed in accordance with the

" Procedure for Survey Meter Calibration".

The calibration results shall be documented and a calibration sticker, showing date of calibration, date for re-calibration and the individual performing the calibration, shall be affixed to the meter.

9.3 Prior to using a survey meter, the calibration date, battery condition and proper operation shall be checked.

2' 10.0 HANDLING, STORAGE AND SHIPPING Handling, storage and. shipping of packages containing special form radioactive material shall be in accordance with the " Procedure for Procurement, Receiving, and Shipping of Radioactive Material Packages".

Shipments shall not be permitted unless all tests and inspections have been satisfactorily completed.

These operations shall be performed by certified Radiographer and Radiographer's Assistants only.

11.0 NONCONFORMING PACKAGES AND CORRECTIVE ACTION 11.1 Packages received and found to be not in compliance with the applicable regulations shall be reported to the EMEL Radiation Protection Officer.

The EMEL RPO shall investigate and initiate appropriate corrective action (including notifications) in accordance with the applicable regulations.

11.2 Packages prepared for shipment and found to be not in compliance with applicable regulations shall be reported to the EMEL RPO.

The RPO shall assure that re-packaging and/or re-labeling is performed in a manner which conforms to the applicable regulations.

12.0 RECORDS & REPORTS 12.1 The EMEL Radiation Protection Officer is responsible for monitoring all records and reports generated under this program.

12.2 Records and reports shall be retained at EMEL for a minimum of two years, in a manner to prevent damage or deterioration.

Duplicate records shall be maintained at the location of covered activities.

13.1 AUDITS 13.1 The Quality Assurance Program shall be audited at least once per year using the written Audit Checklist.

The audit will be performed by the Corporate Radiation Protection Officer who does not have direct responsibility for administration of this Program.

The audit will verify compliance with all aspects of this Program and determine its effectiveness.
