The Advisory Comittee on Reactor Safeguards held its 325th meeting in Washington, D.C. on May 7-9, 1987.
J 325TH ACRS MEETING:
The Comittee prepared Coments an the Implementation Plan for the NRC
~
Quantitative Safety Goal Policy.
The Comittee concluded that it does not consider the Staff's current proposal suitable as a plan for imple-menting the NRC Safety Goal Policy and identified three elements that an implementation plan should have along with a hierarchical structure of the multiple goals in the policy statement.
The Committee prepared a Report on Proposed Research to Reduce Source Term Uncertainty. The Committee provided its observations regarding the-i proposed plan to address source term uncertainty areas as described in SECY-86-369 and the report of the NRC Staff panels of experts regarding this matter.

Reports on the subjects noted above have been sent to you.
The Committee continued its consideration of safety features in foreign nuclear power plants.
Future discussion is planned for the 326th ACRS meeting, June 4-6, 1987.
The Committee discussed proposed comments regarding NUREG-1226, Develop-ment and Utilization of the NRC Policy Statement on the Regulation of Advanced Nuclear Power Plants.
Future discussion is planned during our June meeting.
The Comittee agreed to consider during the June meeting a response to your request for information on the feasibility, benefit, and cost effectiveness of selected and combined systems identified by the ACRS as improved safety features for future LWRs.
The Comittee agreed to continue to prepare comments on the proposed rule on Loss of Alternating Current Power at Nuclear Power Plants during its June meeting.

2 May 20, 1987 Th'e Committee was briefed by the NRC Staff on SECY-87-91, " Advice to Commission on Waste Management Program."
The Committee agreed to defer preparation of comments on SECY-87-91 until an anticipated request from the Commission is received.
Since the last report of ACRS activities, the following subcommittee meetings have been held:
Severe Accidents, April 22, 1987 - To discuss the research plan intended to resolve the source term uncertainties and to review the assessment of this plan by Expert Panels.
Advanced Reactor Designs, April 24, 1987 - To review NUREG-1226
" Development and Utilization of the NRC Policy Statement on the Regulation of Advanced Nuclear Power Plants."
Thermal Hyciraulic Phenomena, April 28 and 29,1987 - To review the status of NRC's thermal hydraulic research program, the. Technical Integration Center at INEL, the compendium supporting revision of the ECCS Rule, the results of the OECD LOFT program, the plans to construct a new integral test facility, and the status of the Experts' Group on Code Uncertainty.
AC/DC Power Systems Reliability, May 6, 1987 - To review the StationBlackoutRule(SECY-85-163).
