RADIOLOGICAL CONTINGENCY PLAN a

This is to forward Revision No. 2 of the Radiological Contingency Plan for the Babcock & Wilcox, Naval Nuclear Fuel Division Research Labora-tory, which was previously named the Lynchburg Research Center.

The changes are described in the attaciunent to this letter and are also denoted by vertical lines in the text opposite the lines where changes appear.

This revision incorporates changes that have resulted from two major activities at the Research Laboratory (Site).

The first activity is an organization change. This reorganization has resulted in the changing of-the facility's name, its reporting relation-ship within the Company, and the reporting relationship of the workers at the Site. @e reorganization results in nany changes throughout the Plan, but i.he Emergency Organization has only one substantial change and that is the elimination of the position of Fire and Rescue Team Chief.

The functi'ons of that position have been incorporated under the Fire and Rescue Officer.

The second activity in the completion of two extensive decommissioning projects. These projects have resulted in the removal of all licensed material from Buildings A and C.

h accident potential from these two buildings has been reduced to that of normal industrial buildingn. This has resulted in several changes throughout the document in descriptions of facilities, instrumentation, alarms and threat potential.

During the last license renewal process, Reg. Guide 3.52 was used. The Guide recommends that Radiological Contingency Plans be submitted as a separate dccument. This revision complies with that recommendation. The attached revision is a complete revision of the previous version and all pages have been changed, except for Figure 1-2, which is the 7.5 minute U:5. Geologichl Survey Map of the Lynchburg Quadrangle.

reduce the effectiveness of the Plan. This revision therefore does nct
