PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD August 13 - August 27, 1987 Enclosed is the Peach Bottom periodic status report from the NRC Residt.it Office at Peach Bottom. Three NRC resident inspectors and region-based specialist inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent inspection reports will address many of these topics in more detail.

PEACH BOTTOM ATOMIC POWER STATIi . STATUS REPORT FOR THE PERIOD AUGUST 13 - August 27, 1987 ];

i 1.0 Plant Status As of 8:00 a.m., on August 13, 1987, Unit 2 is in a refueling outage with all of the fuel reloaded into the reactor core and reactor vessel reassembly completed. Unit 3 is in cold shutdown per the March 31, 1987, NRC Order with coolant temperature at approximately 150 degrees Fahrenheit.

2.0 Facility Operations Summary Unit 2 has been in a refueling outage since March 13, 1987. Unit 3 has been in a cold shutdown condition per the March 31, 1987, NRC Order since April 1, 1987.

3.0 Items of Special Interest Peach Bottom Recovery Plan The NRC restart panel met with representatives from Philadelphia i Electric Company on August 25, 1987 at the NRC headquarters in  ;

Bethesda, Maryland. The purpose of the meeting was to discuss l questions which the board submitted to the licensee on August 24 regarding the Committment to Excellence Action plan.

4.0 Other Itemt. of Interest 4.1 On August 16 while making a tour of the plant, the Plant Manager discovered an auxiliary operator reading unauthorized material in the auxiliary operator's break room. The incident is being investigated by the licensee to determine the disciplinary action.

4.2 On August 16, an outside containment half group III isolation of Unit 3 and an inside containment half group II isolation of Unit 2 occurred when an offsite startup power source was lost due to a fault in the line. The isolations caused a loss of shutdown cooling to both units. The off site startup source was aligned to an alternate source and the shutdown cooling was restored to both units.

4.3 On August 20 the licensee reported that the Unit 3 primary containment purge exhaust valves and Reactor Core Isolation Cooling steam supply valves failed local leak rate tests. The failure caused the total leakage rate to be greater than the allowable limit.

4.4 On August 20, Unit 2 lost shutdown cooling due to a containment isolation signal in "A" Residual Heat Removal isolation logic. The signal was initiated by a ground caused by conduit touching a relay.

The ground was corrected and the shutdown cooling system was restarted.

4.5 On August 20, No. 2 off site startup source was lost when a crane boom approached the 220 KV line. The crane was moving trailers under the lines between Unit 2 Turbine Building and the Emergency Diesel Building. Arcing to the line caused the supply breaker to open. The loss of this power source caused an inside containment Group II isolation and loss of shutdown cooling to Unit 2 and an outside containment group II isolation and loss of shutdown cooling to Unit 3.

Shutdown cooling was subsequently restored to both units. All systems responded as designed and there were no injuries to the crane operators or the workers assisting in the operation.

l 5.0 NRC Activities During the Period l Three NRC Resident Inspectors were assigned to monitor plant activities between August 13 and August 27, 1987. These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Mr. Johnson participated in an NRC team inspection performed at the Dresden nuclear power plant from August 17 - August 28, 1987.

Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

An inspection of the licensee Quality Assurance Program was completed on August 19. The inspection was performed by Mr. G. Napuda and Mr. M. Dev of Region I and Mr. R. Wharton from NRC headquarters. The results of this inspection will be provided in a future status report.
