REVIEW 0F DRAFT iEXAS NUCLEAR WASTE PROGRAMS PROJECT QUALITY ASSURANCE PLAN (PLAN)
In accordance with a June 4, 1987 request from S. Zimmerman to me, we have l
completed the informal review of the draft Plan.
In reviewing the Plan, we
'l have assumed the intent of the submittal was to comply with the Commission's quality assurance (QA) requirements. We recognize this Plan is a voluntary effort and there is no NRC requirement for the state of Texas to have a QA plan for the waste repository program.
l The results of our review indicate the Plan does not contain sufficient 4
information to perform a detailed review based cn our current acceptance criteria for QA program review. Our current QA program review criteria is Appendix B to 10 CFR Part 50 and the NRC Review Plan: Quality Assurance Program for Site Characterization of High-Level Nuclear Waste Repositories.
Consequently, during our review, we look for the QA program to be structured in accordance with the numerical criteria and subject format of Appendix B to 10 CFR Part 50. This is not a NRC requirement however, the NRC staff does encourage QA program applicants to follow the format of Appendix B to J
10 CFR Part 50 to promote consistency, standardization, and expedite the review process.
Should organizations elect not to follow the above guidance and format, the application should cover each of the Appendix B to 10 CFR Part 50 criteria in sufficient detail to explain how the Appendix B criteria will be satisfied.
This subject matter will be discussed with Ms. Zimmerman and a meeting proposed to discuss the NRC QA program review process in detail.
