Dear Mr. Davis:

This letter provides the commitments for actions to be taken by the Cleveland Electric Illuminating Company (CEI) as a result of the Equipment Qualification Inspection recently performed at the Perry Nuclear Power Plant.

The inspection team conducted an extensive on-site. review during the week of July 13, 1987.

Personnel from various project departments worked closely with the inspectors to answer qu,estions and provide qualification documentation throughout the week.

At.the end of the onsite review period, several questions remained outstanding.

Per your request for commitments the attached discussions are provided in order to address these remaining items. The actions will be completed prior to restart following the current maintenance outage.

CEI completed a physical walkdown and visual inspection of selected installed Class IE electrical components located i 9 harsh environment.

The equiptent delected concentrated on those requiring environmental seals for which enclosure hardware could have been incorrectly installed or adversely affected by subsequent maintenance or testing activities.

This walkdown was to verify that the equipment was installed in accordance with its qualification requirements.

Although the as found condition was determined to be functionally acceptable, those items which required corrective maintenance are being reworked. Major items covered by this walkdown included Resistance Temperature Detectors (RTD), solenoid valves, level, pressure and limit j

switches and pressure, differential pressure and level transmitters.

Results of the walkdown confirmed the original scope of the problem to l

primarily be limited to RTD's and solenoid valves.

Additionally, a visual inspection of all Class IE Limitorque operators located in a harsh environment was performed. This inspection was to (1) identify and remove any grease relief shipping caps which may have remained installed following installation and (2) ensure that the "T" drain connections were properly located. Results indicated no additional improperly located "T" drains, and the presence of several grease relief shipping caps.

Each of the shipping caps have been removed.

CEI initiated a review of previous design analysis involving suppression pool hydrodynamic effects and environmental qualification for the Limitorque operators.

Under evaluation were 12 valves located

.at the 599' to 6l2' elevation of the Containment building.

Six (6) of the 12 valves are containment and drywell sump isolation valves and are enclosed within a separate concrete room which provides submergence protection.

It is postulated that these valves may be submitted to splash effects, but not submergence within the 5 second pool swell time frame. The other six valves are containment and drywell isolation valves in the Containment Vessel Chilled Water, Nuclear Closed Cooling and Condensate Transfer systems.

CEI has evaluated these va,1ves and concluded that they are subject to a spray effect (splash / fall back) and not an actual submergence. This condition is bounded by the existing Limitorque qualification. However, in order to ensure the environmental conditions are enveloped, an analysis was performed assuming actual solid water contact. Results of l

this analysis determined the amount of water in-leakage would be minimal and confirmed valve operability would not be affectd.

It should be noted however, that during visual inspection of these components it was discovered that deflectors intended to divert l

suppression pool hydrodynamic impact load from the operators were not installed. These deflectors are currently being installed in the plant.

Details of this condition are being evaluated for deportability under the Licensee Event Report system.

CEI has contacted the Limitorque corporation regarding the adequacy of the B0119 qualification report in lieu of the NRC concerns.

Limitorque has indicated to CEI their disagreement with the findings of the NRC regarding this issue. Limitorque insists that their Environmental Qualification Report is adequate and that the items in question are qualified. Until resolution of this issue between Limitorque and the 7

NRC, it is CEI's position, that'the B0119 report is satisfactory and meets the necessary requirements to provide proof of Equipment Qualification.

Additionally, CEI has obtained several other Environmental Qualification reports which further substantiate our position that our existing terminal blocks are qualified.

However, in order to preclude an impact on the plant schedule, CEI has initiated a review of the existing terminal blocks in our Limitorque operators. CEI has concluded that those configured with Marathon 300 series (terminal block wired to the motor during the Limitorque test),

General Electric EB5's and those previously " butt spliced" require no action.

Several operators that contain other types of terminal blocks are being reworked with Marathons 300's due to the lengthy period of time necessary to resolve this issue between Limitorque and the NRC.
