We have reviewed your proposal and determined that portions of it should not be withheld. Therefore, we have developed the enclosed nonproprietary version of your proposal.

We intend to release a copy of the enclosed proposal to the NRC's Public Document Room on August 13, 1987, in response to Freedom of Information Act request F01A-86-780.
