Dear Dr. Reytblatt:
. This is in response to your letter dated August 1,1987, in which you appealed Mr. Donnie H. Grimsley's response dated July 16, 1987. Mr. Grimsley's response identified two records which are subject to your Freedom of Infomation Act (F0IA) request dated May 31, 1987 (F01A-87-324) for copies of records related to Dr. Thomas E. Murley's letter to you dated May 11, 1987.
Your letter referenced the statement in Dr. Murley's letter that, "The NRC has previously reviewed the issue of inoperable temperature sensors..." and requested all records related to this matter.
I have been informed that the statement in Dr. Murley's May 11 letter to you specifically pertained to the review addressed by the two records identified in Mr. Grimsley's response dated July 16, 1987.
Inasmuch as the statement did not pertain to records in the possession of any additional staff members or offices, we are taking no further action on your August i letter.
If you are interested in records not addressed in your request F01A-87-324 or other previous F0IA requests, you may submit a new F0IA request specifically describing the records or matters in which you are interested to enable the staff to search for responsive records.

sensors..."
In accordance with 552 USC, as amended, I request that you identify any and all reviews, calculations, computer program listings or computer programs stored on drums, disks, i
disketts or magnetic tapes, and other records related to this matter in the NRC possession.
Such materials may be with the following NRC Staff: Messrs.
Murley, Stello, Denton, Rehm, Bernero, Minogue, Arndt.
Such materials may be with the Regional Offices I, II, III, 1
IV, and V.
1 I request that no charge be imposed for the following reasons.
The f raudulent computer programs were used to alter the data during the fraudulenttZion test of November - December, 1983, when about 20% of the data were altered. The test was recognized as deficient by NRC. Many other computer programs are similar. However, the NRC, based on the request sub records, determined that these programs "may be used." ject Such should not be the case. Various fraudulent computer programs may be used and have been used to pass containment systems with abnormally high leak rates as " good."
A' release of the r; quest subject records into the public domain will help to correct the situation thereby greatly improving the public safety. Therefore, these records should be released on the charge-f ree basis.
