During the Nuclear Regulatr*y Commission (NRC) inspection conducted on June 20 {

July 24, 1987, a violation of NRC requirements was identified. The violation involved a failure to implement a Temporary Modification procedure.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below.

Technical Specification 6.7.1.a. requires that written procedures be I established, implemented and maintained covering activities delineated in Appendix A of Regulatory Guide (RS) 1.33, Revision 1, February 1978.

Administrative Procedure (AP) 00307-C " Temporary Modifications," describes the method to assure that Temporary Modifications are properly identified, controlled, and evaluated.

Contrary to the above, on July 20, 1987, the NRC identified .that AP-00307-C was not properly implemented in that on April 8, 1987, the turbine building and auxiliary building train "A" supply ventilation fan (equipment No. 1-1540-87-005) was removed from service for an indefinite period of time on clearance No. 1-87-1070 for personnel safety protection. Failure to implement AP-00307-C prior to the hanging of the clearance resulted in a safety related system described in the FSAR being disabled from performing its intended safety function without an adequate engineering basis documented in the form of a safety  !

evaluation as required by Ap-00307-C.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation: (1) admission or denial of the violation, (2) tha reason for the violation if admitted. ' Georgia Power Company 5 Docket No. 50-424 Vogtle Unit 1 License No. NPF-68 and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
