20555 Gentlemen:
The purpose of this letter is to clarify a discrepancy between the fire protection provided to Mechanical Penetration Room No. 4 (Room 314) and License Condition 2.C(4).
License Condition 2.C(4), issued in Amendment No. 18 to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1, states:
"The licensee may proceed with and is required to complete the modifications identified in Section 1 of the NRC's Fire Protection Safety Evaluation (SE) on the facility dated July 26, 1979 and sup-plements thereto. These modifications shall be completed as speci-fled in Table 1 of the SE or supplements thereto."
Section 2.1(g) of the Amendment No. 18 Safety Evaluation Report states that a sprinkler system will be installed in Mechanical Penetration Room No. 4 (Room 314) by April 1980. Table 1, Section 2a of the Safety Evaluation Report states that a wetpipe sprinkler system with quick response type sprinklers will be installed in Room 314. Section 9 of Table 1 states that spray-on type fireproofing vill be applied to supporting structural steel-in the mechanical and electrical penetration rooms.
On May 15, 1980, Revision 6 to the Davis-Besse Nuclear Power Station, Unit No. 1, Fire Hazard Analysis Report (FHAR) was submitted to the NRC. The revision resulted from detailed design and construction activities which identified areas originally designated to have fireproof coatings installed.
l-Subsequent attempts to install fireproof coatings proved impossible. The structural steel in Room 314 was then effectively protected by a sprinkler l'
. system. FRAR, Section 5.D.6, Revision 6, stated that Mechanical Penetra-tion Room No. 4 will be protected against an exposure fire by an automatic wetpipe type sprinkler system. Justification for the automatic suppression system, in lieu of the structural steel fire proofing, was Oh provided in FRAR, Revision 6.

Serial No.-1406 Page 2 The NRC accepted the alternative protection, for specific rooms, in lieu of structural steel fireproofing, in a letter dated July 17,1980 (Log No. 582). Log No. 582 inadvertently omitted the No. 4 Mechanical Penet-ration Room (Room 314)'.
Upon identification of the discrepancy, Messrs. A. DeAgazio, NRR Licensing Project Manager, and P. Byron, Senior Resident Inspector, were informed. The discussions explained that Room 314 met the same conclusions as the rooms listed in Log No. 582, and a fire suppression system, rather than structural steel fireproofing, had been installed.
The use of a fire suppression system in lieu of structural steel fireproofing in Room 314 is consistent with the commitments made in the FRAR. This fire protection feature in the other Davis-Besse penetration rooms was found acceptable by the NRC to satisfy License Condition 2.C(4).
In order to insure continued compliance with License Condition 2.C(4),
Toledo Edison will document the means used to implement the modifications required by License Condition 2.C(4).
That document will be completed by December 31, 1987 and will be available for onsite NRC review.
