The CR will be simulated. from the plant simulator (simulator). A full-shift' complement of operators will staff the simulator.
G.
Exercise play will be driven via the simulator computer. The CR, Lead Controller will drive operational scenario play in the event of l
simulator computer failure via the parameters listed in the plant data' l
section of the scenario.
H.
All communications involving the CR will be duplicated in the simulator, except for the emergency notification system (ENS). A comercial telephone will be used in the simulator for the ENS.
I.
Radiological data terminals '(RM-ll), and fire protection panels '(IC008) which are not duplicated in the plant' simulator, will be simulated.
J.
Both operational and meteorological initial conditions for the exercise will be established prior to commencement of exercise play and will be distributed to players as necessary.
K.
Exercise play will connence with a postulated plant condition necessitating the declaration of an emergency at WCGS.
L.
Activation of the evacuation alarm will be accomplished through _ the actual control room upon requests from' operators in the simulator.
M.
Plant gaitronics will be functional from the simulator to the site.
The phrase, "This is a drill", will begin and end emergency messages i
from the simulator in response to scenario' events.

GJIDELINES N.
Participation by NCNOC onsite personnel directly involved in responding to an emergency shall be carried out to the fullest extent possible.
Dispatch of emergency response personnel in the power block will be limited to the following as applicable:
a.
Onsite Survey Teams b.
Dnergency Repair and Damage Control Teams c.
Search and Rescue Teams d.
First Aid Teams e.-
Security Teams O.
The postulated accident conditions will warrant the assenbly and evacuation of non-essential site personnel. The site evacuation alarm will be sounded, and accountability and evacuation of non-essential site personnel will be performed. Following completion of accountability and evacuation activities, all of the non-essential site personnel will be allowed to return to the site.
P.
Offsite Monitoring Teams, Joint Radiological Monitoring Teams and Onsite Survey Teams will be dispatched for the purpose of testing response time, communications, and monitoring / sampling procedures.
Field samples should be gathered and prepared for transport and analysis.
Q.
Each radiological monitoring field team will be accompanied by a controller / evaluator throughout the exercise. Each field team will rendezvous with its controller / evaluator team at the location at which it obtains emergency kits. The rendezvous locations are as follows:
a.
OSC (Onsite Survey Team /Offsite Monitoring Team) a.
EOF (Joint Radiological Monitoring Team)
R.
The phrase, "This is a drill", will begin and erx3 all radio and telephone transmissions performed in response to scenario events.
S.
As required by exercise play, offsite equipnent, vehicles or personnel will be decontaminated.
T.
Members of the press may be invited to participate in the exercise.
However, they will be identified and their extent of " play" will be limited to questions regarding the exercise events. Questions regarding items such as the success of the exercise will not be addressed.
U.
Procedures for the activation of the Alert and Notification System should be demonstrated. Siren activation, however, will occur at a pre-determined time, i

If the exercise scenario requires that any personnel working for an organization not participating in the exercise be contacted, they shall
