Dear Congressman Downey:

Your letter to Secretary Chilk of August 7, 1987 asked for a clarification of the number of comments received by the Commission on its proposed emergency -lanning rule. In particular, you asked why the New Yotx Times was reporting that 11,000 comments had been received when you yourself had delivered over 20,000 comments to the NRC. -

Every comment that was received was individually examined. The 21,021 that you delivered to the NRC were sorted into two categories: those which included additional messages from the signer (numbering 327) and the 20,694 letters on which the signer Y simply signed his or her name to the basic form letter. Those in the former category were docketed individually, each one with a separate number; for the latter category, one letter was docketed and numbered, with a notation that there were 20,693 -

identical letters with different signatories. The same procedure was used with other submissions consisting of large numbers of letters identical but for the signatures. As a result, the number of docket entries, which currently exceeds 11,500, is less than the total number of signed letters received. The tctal -

number of signed letters exceeds 38,000: more than 11,000 individual letters, the approximately 21,000 which you forwarded, and more than 6,000 form letters sent to the NRC and the White House (which forwarded them to NRC) by the Long Island Coalition '

for Safe Energy. __

Except where addresses were illegible, NRC has attempted to k respond to every single comment lettra, including all of the 21,021 letters you delivered to NRC, with an individual post card from the NRC which acknowledged receipt of the comment, thanked the sender, and advised that the comment would be considered by _

the Commission in reaching its decision.
