Dear Mr. Davis:

Commonwealth Edison Company has completed an investigation of the l anonymous allegation concerning one of our employes and our Fitness for Duty (

Program, as d'sclosed in the aforementioned correspondence and enclosure. \

This investigation concludes that the employe was not under the influence of drugs while on-site. This conclusion was reached through direct observation of the employe's actions at the time of the anonymous allegation and through the implementation of other elements of the Commonwealth Edison _

Fitness for Duty Program.

A report detailing the facts of this investigation is on file in the Comonwea'th Edison Corporate Of fice and is available for NRC review.

in the enclosure to this letter. . a The enclosure to this letter should be' strictly controlled and distribution limited to personnel only with a "need-to-know" to protect the personal; privacy of the individual while your review is in progress. The enclosQre to this letter is considered as Exempt from Public Disclosure in acco'rdance with Title 10, Code of Federal Regulations, Part 2.790(a)(7).

We request that the Commonwealth Edison Company fully analyze the allegation, initiate what you determine to be an appropriate investigation, and take any action you determine necessary. We also req 0est that the results of your review and disposition of this matter be submitted to us within 30 days after receipt of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this' letter,~: excluding the enclosure,~ sill be placed in the NRC Public Document Room.

The response directed by this letter is not subject to the clearance procedure of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL-96-511.. .
