.On August 10, 1987, Byron Lee and Joe Colvin of NUMARC met with Victor Stello, ED0; James. Taylor DED0; and Thomas Martin, OEDO, in Mr. Stello's office.. The following is a summary of the discussion:

1.

'Lassrs. Lee and Colvin (hereinafter referred to as NUMARC) discussed the:

general. role of NUMARC aslproviding a unified industry approach on generic nuclear regulatory and technical issues and interacting with the NRC, or-

.other. government agencies, on those. issues. They mentioned that~NUMARC was in the )rocess of consolidating in the Washington, D.C. area and at this point 1ad about 5 technical persons and an overall staff of 20.

Mr. Stello stated that he sees the NUMARC role as sensitizing industry to the issues and coordinating industry resolution of regulatory problems.

Mr. Stello further stated that if what NUMARC is going to do does not meet' Lthe needs of the regulator, the NRC will.not consider giving any credit-for NUMARC activities.

NUMARC agreed that this was consistent with their.

role and indicated that NUMARC would be a resource to the NRC to be a-spokesman for the industry on various' issues.

An upcoming staff meeting on September 10 with NUMARC was di.scussed.

, NUMARC stated that about 9 affiliated companies would be present.

Mr'. Taylor. and Mr.- Stello stated this meeting would be public and i

discussed the position that NRC conduct its affairs with NUMARC in the

NUMARC stated.that a key element of their organization would be the Issues Management Subcommittee, which Mr. Lee expected to chair. This subcommittee would be_ largely responsible for setting the NUMARC agenda, and they were concerned about keeping aware of the significant issues as perceived by the NRC. Mr. Stello suggested that consideration be given to

' unresolved safety issues, generic safety, technical specification consolidation,_and integrated schedules. NUMARC mentioned that i

prioritization of these issues was a concern and further expressed optimism that they would be able to pull together diverse efforts studying safety issues (AIF, EPRI.'EEI, etc.) and thereby leverage these resources.

NUMARC stated that their membership consisted of all U.S. utilities licensed to operate nuclear power plants and that an 80% vote by the

. members would constitute a 100% commitment for action. They further stated that a vote will not be required for all NUMARC initiatives.

Mr.'Stello expressed concern about the verification of action by NUMARC member utilities. NUMARC stated that the details of how they would assure action by their members had not yet been fully worked out. They do not 496#', e

expect to have an inspection verification process like the Institute of 2

Nuclear Power Operations but expected to rely on peer pressure and the general agreements made between NUMARC and their members.

The points of contact between NUMARC and the NRC staff were discussed, and it was agreed that the primary representatives would be Mr. Taylor of the NRC and Mr. Colvin of NUMARC. Mr. Taylor requested that the NRC be given a copy of the NUMARC organization and staffing list and that the process of NRC involvement with NUMARC be a matter of public record.

The need for a memorandum of agreement was discussed and both parties stated an intent to consider the makeup of this document.
