Dear Congressman Wright:

The purpose of this letter is to clarify my letter to ycu of July 10, 1987 regarding Mr. Jack C. Robinson. On May 14, 1987, Mr. Robinson wrote to you concerning the termination of his access authorization at the Braidwood Nuclear Power Station when a routine entrance search at the facility found 4 that he was in possession of a handgun. ls i My July 10, 1987 letter described NRC policy in cases such as this and stated I

that "NRC did not become involved in this matter and did not take any action to influence the decisions made by the two utilities." I have since determined that this statement was in error and requires clarification.

l In accordance with NRC reporting requirements, the utility that operates the Braidwood facility notified NRC of the April 8,1987 security event involving Mr. Robinson. Our Chicago office then became involved in the matter by reviewing the utilities' actions to ensure that appropriate security proce-dures were followed. Additionally, upon learning of the revocation of Mr. Robinson's access authorization at Braidwood and of his prospective employment at a TVA facility, an NRC supervisor in the Chicago office suggested to the Braidwood Security Director that he should provide infor-mation concerning the case to TVA. The Braidwood security department then informed TVA of their action. Our Chicago office also passed this information to our Atlanta office, which administers regulatory programs at TVA, but this office did not contact TVA. NRC personnel did not c'f rectly contact TVA i regarding Mr. Robinson's employment.

The termination of Mr. Robinson's employment as a contract employee at l Braidwood was a result of a determination by Braidwood that, because of his being found with a handgun and because of a subsequent polygraph test, his trustworthiness was in question and his access authorization to the plant should be lifted. This action was taken without involvement by NRC.

that this aspect of Mr. Robinson's background was relevant to TVA's access  :

The lionorable Jim Wright fact, industry has several cooperative programs, existing and planned, to exchange this sort of information. NRC does not ensure that either bi-lateral or multi-lateral notification is made, but in this circumstance did so because Mr. Robinson's move to TVA was made known to us.
