Dear Mr. Murley:

Pursuant to 10CFR 50.90, Commonwealth Edison proposes to amend i

Appendix A, Technical Specifications, of Facility Operating Licenses NPF-66 and NPF-72. The proposed amendraent requests a change to Technical 4 l Specification 4.8.1.1.2f to extend, on a one-time basis, the 18 month l surveillance testing requirement for the diesel generator, for an additional 13 months, until the first refueling outages for Byron Station Unit 2 and Braidwood Station Unit 1. The revised Technical Specification pages are ,

l contained in Attachment A. A summary of the prcposed changes is included in l Attachment B. l The proposed changes have been reviewed and approved by both On-site and Off-site review in accordance with Commonwealth Edison Ccmpany procedures. Westinghouse and the diesel generator manufacturer (Cooper Industries - Energy Services Group) have also reviewed this change and found it to be acceptable. Commonwealth Edison has reviewed this proposed amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards considerations exist. This evaluation is documented in Attachment C.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

An expedited NRC review is requested so that the revised Technical Specification can be in place prior to the Braidwood Unit 1 surveillance outage, scheduled to start in early October, 1987. Acceptance of this amendment will allow the surveillance outage to be shortened from 6 weeks to 3 weeks and provide for an earlier cubsequent return to service of Braidwood Unit 1. \
