Dear Mr. Grimsley:

inis request is made pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. 522, as amended. UNION ASSOCIATES submits this request to the ci'uclear Regulatory Commission (NRC) to obtain documents regarding the following" ALL DOCUMENTS FILED BY THE IhNG ISLAND LIGHTING COMPANY (LILCO) REGARDItsG SEISMIC QUALIFICATIONS OF THE SHOREHAM NUCLEAR BETWEEN FEBRUARY 18, AND JUNE 30, 1983 In your response, the NRC should consider " documents" to mean any and all forms of written communication, including internal NRC staff memoranda. Your response should also include, but not be limited tc, the following:

reports, studies, plans, graphs, charts, diagrams, memoranda, correspondence, test results, working papers, meeting notes and minutes, computer records and print-outs, notes and summaries of conversations anc interviews.

l These documents are specifically requested from, but not limited to, the following offices of the NRC:

Office of Investigations Office of Inspection and Audit i Office of Nuclegr Reactor Research l Office of Nuclear Regulatory Research Office of Analysis and Evaluation of Operational Data Operating Reactors Branch,of the Division of Licensing NRC files at King of Prussia NRC files at the Shoreham Nuclear Plant site.

UNION ASSOCIATES requests the NRC to provide all documents prepared or utilized by, in the possession of, or routed through the NRC containing any and all information related to the following.

1. Any LILCO or Stone & Webster document filed with tne NRC regarding inspections or repairs of seismically important items or components.
2. Any document prepared by LILCO or Stone & Webster and ,

i filed with the NRC indicating seismic qualifications have been met on any Shoreham component.

3. Any correspondence by LILCO to the NRC regarding seismic qualifications.
4. Any correspondence from the NRC to LILCO regarding seismic qualifications at the Shoreham nuclear facility.
5. Follow-up documents filed by LILCO following this inspection.
6. Documents indicating NRC findings which may have prompted this inspection.
7. Documents filed by LILCO with NRC following this inspection which indicated compliance by LILCO of any problems found during this inspection or any problems of other areas which may not have been inspected but which had been part of a previous NRC inpsection and which this inspection was a " random sampling" of findings from ,

the previous inspection.

In your response, please identify which documents correspond to each request itemized above. If any of the material covered by this request has been destroyed and/or removed, please provide all surrounding documentation, including but not limited to a description of the action (s) taken, relevant date(s) and justification (s) for the action (s).

For any documents or portions of documents you deny due to a specific FOIA exemption, please provide an index itemizing and describing the documents withheld. Pursuant to Vaughn v. Rosen (I),

484 F.2d 280 (D.C. Cir. 1973), cert. denied, 415 U.S. 977 (1974),

the index is required to provide a detailed justification of your grounds for claiming each exe :stion and an explanation of why each exemption is relevant to the occument or portion of the document withheld.
