Enclosed for your approval and signature is the original of the prcposed protective order agreed to by counsel for' the NRC Staff and counsel for CPUN. Essentially, the proposed order provides that GPUN will make available to the Staff an unredacted copy of a document relating to the ,

investigation methodology of Bechtel Power Corporation's Department of Internal Auditing and limits disclosure of that document to Staff counsel and such additional Staff members "as may be necessary for trial preparation and hearing."

The Staff is satisfied that the attached proposed order provides the protection sought by Bechtel without unduly hampering the Staff in the performance of its regulatory function to protect the public health and safety. Accordingly, the Staff and GPUN request that the Presiding Officer approve the attached agreement and enter an order to that effect. ,
