The subject of this is the Beaver Valley 10 Power Station Unit 2 full power license issuance.
l 11 On July the 8th, 1987 the NRC staff and Duquesne 12 Light Company briefed the Commission on the status of the 1
13 Beaver Valley Power Station Unit 2.
At that time the i
14 Commission requested the staff to provide written summary of 15 the licensee's lower power operating experience prior to a 16 Commission vote authorizing issuance of a full power operating 17 license.
18 The staff has now provided that summary of the low 19 power experience in secy 87-202.
The staff has found that the 20 licensee start up of the plant including the activities to 21 allow achievement of higher operational modes, additional 22 criticality and low power operations were systematic and well 23 controlled.
The necessary management structure controls and 24 procedures to support the further power escalation are in 25 place, functioning well, and the staff has concluded that the

licensee is ready to receive a full power license.
2 The staff has recommended that the Commission approve 3
the issuance of the full power license that was presented in j
4 draft form at the July 8, 1987 Commission meeting.
Chairman 5
Zech, Commissioners Roberts, Bernthal and Carr have approved 6
the issuance of a full power license.
Commissioner Rogers did I
7 not participate.
