Dear Mr. Secretary:
I participated in and observed the recent three day Federal Field Exercise (FFE) held at the Zion nuclear power station in Illinois.
This large nuclear power plant emergency response exercise involved 13 Federal agencies, numerous state and local officials, the Commonwealth Edison Company, and several other industrial groups. In total, about 1200 people took part in the exercise, including about 150. foreign and domestic visitors.
After participating in the FFE at the NRC Operations Center on the first day of the exercise, I visited the various emergency response facilities in the Zion area. I was impressed with the extent of the support that the Federal government can proeide to the state and local agencies in the event of a large radiological emergency. I toured the DOE operated Federal Radiological Monitoring and Assessment Center (FRMAC) which supported the state authorities and the Nuclear Regulatory Commission. I was particularly impressed with the capability and sophistication of the FRMAC and the dedication of the personnel to fulfilling their role of support to the state authorities and NRC. It is clear to me that no state or other Federal agency has the radiological monitoring and assessment resources and organization to carry out this role in a large. radiological emergency. In the event of a nuclear power plant accident, your Department's support will be vital. The NRC and the states will depend heavily on this capability.
I want to compliment the capability that the Department of Energy has developed to respond to radiological emergencies. Your staff has been extremely cooperative in developing the necessary plans and procedures for assuring a coordinated Federal response. I believe that this cooperation among Federal agencies has been exemplary.
