MONTHLY STATUS REPORT ON PLANT. SPECIFIC BACKFITTING ACTIVITIES - JULY 1987 Enclosed is NRR's monthly status report on plant-specific backfitting activities current througn July 31,.1987. provides a summary of changes in the status of backfit issues that have occurred since the last report. Enclosure 2 provides the status of active issues listed by the Division responsible for resolving the backfit issue. Feedback provided in accordance with Office Letter No. 52 will be used to update this report on a monthly basis. The report format for Enclosure 2 has been modified to list the next action due date, and what organization is responsible for the action. Due dates are based on the requirements of Manual Chapter 0514 where appropriate, or estimates of when the next action will occur. B. SUMMARY
OF SIGNIFICANT BACKFIT ISSUES CATAWBA 1 and 2, and MCGUIRE 1 and 2: The licensee appealed the backfit I determination for SPOS parameter selection. NRR-issued its plan for l resolving the appeal on April 28, 1987. NRR staff visiteo McGuire June 29-. ) July 1, 1987 to assess the overall capability of the McGuire and Catawba SPDS'. -{ The staff findings from the assessment will be available'in early September. j 1 FARLEY 1 and 2: The licensee and staff have verbally agreed on a technical j t specification change that will satisfy the staff concern regarding testing of F containment purge and vent valves. The licensee submitted the proposed TS 4 May 4, 1987. The license amendment is scheduled for issuance on 0ctober 30, { d p 1987-r SHEARON HARRIS: The licensee and staff have agreed on a general resolution j to the issue of having RG 1.97 instrumentation for.the safety injection accumulator. .l The licensee has agreed in principle to add either a qualified level or pressure instrument to monitor the tank condition. No specific proposal'has been submitted 4 by the licensee. The licensee has verbally notified the staff that hardwa e is available for both installations. The licensee has subsequently ' notified the l staff in a letter dated 3/23/87 that they still are considering an appeal of the i backfit determination. it H. B. ROBINSON: 'The licensee claimed a backfit on the testing of relief ( and safety valves for THI item II.D.1. The staff issued its detennination on April 9,1987 finding that the issue was not a backfit. The licensee submitted a proposed procedure change in July. The staff is reviewing this information. f SAN ON0FRE 1: The staff forwarded the backfit determination to the licensee e on October 31, 1986. The determination was that the'need for hands-on experience f by' operator license candidates was not a backfit. The licensee has stated that they will not formally appeal since the new 10 CFR Part 55, issued on March 19, 1 / 1987 clearly requires the five facility reactivity control manipulations which formed the basis of the backfit.
