l This modification definitizes Task Order No. 010. " Environmental Review, All Chemical Isotope Enrichment, Inc., Isotope Enrichment Plants, Oak Ridge, Tennessee," and provides additional funding under the contract.

Pursuant to paragraph G.10, Task Orders, the contractor is autnorized to perform Task Order No. 010 in accordance with the Jiily 8,1987 proposal which is incorporated herein by reference and with the attached Statement of Work.

1.0 Background

)

On September 25, 1986, All Chemical Isotope Enrichment, Inc., (A1ChemIE)-

requested that the Commission " initiate whatever process is necessary for-us to obtain a ' License to Utilize Centrifugal Machines '.to Enrich;Non-radioactive Isotopes. '"' The non-radioactive isotopes would be used ~ "in medical, industrial, environmental and energy conservation areas." As stated in their letter, AlChemIE has discussed with the Department of Energy (DOE) the utilization of " surplus" DOE ' centrifuge inachines for i

their purpose. DOE vigorously supports this prospective ose of the i

centrifuge machines, even though they were designed for a different purpose.

Nevertheless, the Atomic Energy Act-states that a license is-required for.such a facility pursuant to 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities.

AlChemIE has informed the NRC that applications will be submitted for two facilities: one for the existing Centrifuge Plant' Demonstration Facility (CPDF), located at the Oak Pidge Federal reservation, and one for a new i

facility located near Oak Ridge, Tennessee.

An environmental report for

'l each facility will be submitted with the applications.

The NRC intends i

to prepare environmental assessments of the proposed activities to support

'j the issuance of licenses for the facilities. Since much of the work I

required for preparation of the environmental assessments is common to both facilities, the work is described in one task.

I 2.0 Work Reauired q

The Contractor shall meet with AlChemIE representatives at Oak Ridge, E

Tennessee, for the purpose of discussing the planned environmental reports and visiting the proposed facility locations.

Upon receipt of the applications (and environmental reports), the Contractor shall review the applications and existing related environmental assessments, impact statements and data, and prepare an environmental assessment of each proposed facility.

by the applicant is incomplete or inadequate, the Contractor :. hall prepare.

3.0 Scope of Review Inasmuch as the requirement to prepare an environmental assessment for non-radioactive isotope enrichment plants is unusual, and would otherwise not be an NRC requirement, the scope of review for both subtasks shall be the minimum necessary to comply with the in'.ent of the Council on Environmental Quality (CEQ) and 10 CFR Part 51.

Keeping this in mind, the scope of review shall include the following:

o The need for the proposed action, o

Alternatives as required by Section 102(2)(E) of the National Environmental Policy Act (NEPA),

l o

The environmental impacts, including non-radiological impacts of the proposed action and alternatives as appropriate, o

A list of agencies and persons consulted, and identification of sources used.

l Collection of new environmental data (measurements, information, etc.)

The Contractor may meet with the applicant and with the NRC Project Manager at NRC offices l

in Silver Spring, Maryland, for clarification of information.

5.0 Reports j

Drat t and final task reports suitable for use as environmental assessments shall be as described in Section F Contract No. NRC-02-87-004. Separate -

reports shall be submitted for each environmental assessment. The draft l

report for the CPDF will be due one month after receipt of the environmental i

report accompanying the application. The final report for the CPDF will be due one month after receiving NRC comments on the draft, if any. The draft report for the other facility will be due within three months after receipt of its environmental report. The final report for the other facility will be due two months following NRC comments, if any. Monthly reports shall be j

submitted in accordance with the terms and conditions of the basic contract.

The estimated level of effort to accomplish this tash is six staff-months.

7.0 P_eriod of Performance The completion date for the CPDF environmental assessment is October 15, 1987.,

The completion date for the new facility

8.0 NRC Supplied Information The NRC Pro. ject Manager will provide copies of A1ChemIE's applications, including environmental reports.

The Contractor shall be responsible for obtaining copies of other existing related environmental assessments, impact statements, and data.
