Dear Mr. Martin:

Enclosed are the objectives for the Rancho Seco 1987 Annual Exercise. The NRC objectives are as supplied by Region V.

This submittal is in conformance with the 75 day guidance.

Since this is an off year exercise, there will be minimal participation by the state and' counties.

The NRC incident response teams will be playing and we are anticipating 26-30 NRC persons in our Emergency Response Facilities.

The extent of play is further described in Attachment 2.

We appreciate the participation of Region V staff members Ray Fish and Al Chaffe in our Scenario Development Group, and hope that we can count on-their input throughout the development process of this vital Exercise.

,QBJECTIVES FOR THE 1987 ANNUAL EXERCISE ENABLING OBJECTIVES:

Given a set of initial conditions and hypothetical events as described in the Exercise scenario, the ERO will demonstrate the following objectives, as listed by ERFs, in conformance with established District, State and County procedures and practices:

Onsite Emergency Response Facilities (ERFs) 1.

Control Room Recognize and classify emergency conditions a.

Activate / augment the Emergency

Organization (ERO) and additional ERFs as needed c.
