SUMMARY
OF MEETING WITH NUMARC STS COORDINATION WORKING GROUP i
The NRC Staff and the members of FUMARC STS Coordination Working Group (STSCWG) met on July 17, 1987 in Bethesda, Maryland to discus.their current i
activities and future plans.
j It appears that STSCWG is active, well organized and focusing on issues j
similar to those identified in the TSB program plan. The TSB and Industry program plans are compatible with only minor differences'between task priorities and schedules'.
Industry would like to resolve certain policy

issues upfront instead of working on these issues in parallel with new STS development as outlined in the TSB program plan. 'Specifically, Industry would like to resolve these policy issues, several human factors issues and a
get each owners group TS split approved by the NRC by December 31, 1987. Once these key issues are resolved, each owners group will move forward with its Phase II program i.e., development of complete new STS. TSB will adjust the 4
priorities and schedules in its program plan to achieve similar objectives.

1 NUMARC will act as an executive body providing broad policy directions to STSCWG. NUMARC will resolve major differences between the owners groups activities. STSCWG will implement the NUMARC directives.
4 STSWCG outlined the tasks included in their program plan for' making Technical-Specifications Improvements. The activities-described in Industry s program plan fit into the following categories according to priority:

Sholly issues (Can it be a generic sholly?)
Relocation and control of items removed from TS Regulatory exemptions (RETS)
STSCWG will develoo a common position for each of these generic policy issues. They plan to submit their positions to the staff by September 1987.
Category II - Human Factors Issues Fonnat Organization of LCOs and Surveillance Levels of details in LCOs Definitions Writing Style Refueling TS (i.e., where to put them)
Location of Tabular Information STSCWG is working on these issues and will submit a report addressing them to the staff by November 1987.
Category III - TS Split Matrix Each vendor owners group will prepare a separate topical report presenting their TS split findings. STSCWG will prepare an additional topical report which will include a TL Split matrix presenting all vendors TS split results and justification for differences. Detailed rationale for decisions made by l
each owners group in doing their TS split will be provided in the vendor i
specific TS split topical report. STSCWG would like to meet with the staff by the end of September 1987 to discuss the split topical reports..The vendors plan to submit all topical reports to the staff for review and would like the l
staff's decision on these topical reports by the end of December 1987.
Categories IV, V, and VI - Line Items Improvement These sections identified activities associated with specific line item improvements (e.g., cycle specific variables).
STSCWG is placing highest priority on the first three category items and is putting significant effort into completing these items by December 1987, thereby culminating their Phase I programs.
Phase II programs will include new STS development.

are in good agreement regarding the general approach for making Technical Specifications improvements. However, Industry prefers to resolve the policy j
issues upfront instead of working on these issues in parallel with new STS j
