We have reviewed your proposed changes end find them acceptable for implementation of the three near-term comparability measures as discussed and agreed upon during meetings between your security management representatives and members of the NRC Sefeguards stoff on June 15 ond July 23, 1987. '

Further, we hdve determined that these changes are consistent with the .

provisions of 10 CFR 70.32(e). I In order to formally incorporate these changes into your security plan, we are ,

hereby dmending Sofeguards Amendment SG-1 to your License SNM-696 by revising l License Condition 9.1.A. (see Enclosure). In addition, we are issuing new l license conditions 9.5, 9.6, and 9.7, effective immediately, as reflected in j the enclosure for the implementation of the near-term comparability measures. 1 l

The security plan described in the obove license condition and pege changes thereto are withheld from public disclosure based upon your statement that j they contein sensitive Safeguards Information and must be protected in  !

9.5 The licensee shall implement a prograrn to ensure the search of all personnel and pockages entering the protected orea as.

A. After Nuvember 9,1987 search at 25% of personnel and hond carried packages entering the protected area.

B. Af ter May 9,1988 search at least 50% of personnel and hand carried packages entering the protected area.

C. After Anust 9,1988 search 100% of personnel and hand carried packages entering the protected ared.

9.6 By January 10, 1988 the licensee shall complete the initial night i firing qualification for all security guards. Night firing shall be accomplished using netural ambient light levels to acquire the target. In cose the torget cannot be acquired by the shooters, ortifical light may be added to provide light.
