PENNSYLVANIA ELECTRIC COMPANY GPU NUCLEAR CORPORATION THREE MILE ISLAND NUCLEAR STATION, UNIT NO.1 DOCKET NO. 50-289 INTRODUCTION By letter dated November 4, 1986, as revited on February 25, 1987, and May 29, k

1987, GPU Nuclear Corporation (GPU or the licensee) requested an amendment to the Technical Specifications appended to Facility Operating License No. DRP-50 for the Three Mile Island Nuclear Station Unit No. 1.

The proposed change would revise the administrative section of the Technical Specifications by i

modifying the depiction of the unit staff organizational structure; EVALUATION The proposed change makes certain revisions to the Administrative Controls Specifications as follows:

Section 6.3, Unit Staff Qualifications, is revised to show a change in title from the " Manager-Radiological Controls" to the " Radiological Controls Director." This change reflects the additional responsibilities

.of this office. The change makes no request for a reduction in qualifi-cation requirements.

This section also references the position of " Deputy" to the newly titled Radiological Controls Director; however, this position is not depicted on Figure 6-2, "THI-1 Unit Staff", also included in this submittal. This inconsistency was brought to the licensee's attention, who indicated that additional clarification of the Deputy position would be provided in Technical Specifications Change Request (TSCR) 172.

Review of TSCR 172, submitted June 18, 1987, resolves the inconsistency by deleting reference to the Deputy position in Section 6.3.

Figure 6-1, depicting the organization for GPU Nuclear Corporation, has been modified to reflect the change in title described in paragraph I above. The figure has also been simplified, with the deletion of the Director of Radiological Controls for TMI Unit 2 and the Deputy Manager for Radiological Controls, TMI Unit 1.

Additional changes to the offsite corporate organization have been made subsequent to the submission of this TSCR and are detailed in TSCR 172.

Figure 6-2, depicting the TMI Unit 1, has been revised to include the

. Radiological Health:and Radiological Training sections.

Previously, these sections were' included in the Unit 2 organization..These sections are fully-staffed and will impose no additional manpower burdens on the Unit 1

l' staff. The additional technical oversight responsibilities placed on the Radiological Controls Director by this addition are well within the capa-bilities of an individual qualified in accordance with Section 6.3.2.

The staff has evaluated the proposed changes to the Technical Specifica-tions and concludes for the reasons stated above that these changes are administrative in nature and do not alter the functional. duties of.the TMI Unit I staff. Therefore, these changes are acceptable.

ENVIRONMENTAL CONSIDERATION This amendment involves changes which are administrative in nature in that they revise organizational responsibilities and titles in the administrative section of the Technical Specifications. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR i

51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will-not be: endangered by operation in the' proposed manner; and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security.or to the health and safety of the public.
