This modification definitizes Task Order No. 008, " Evaluation'of-Major SAR Modules for West Valley Demonstration," and provides additional funding under the contract.

Pursuant to paragraph G.10, Task Orders, the contractor is authorized to perform Task Order No. 008 in accordance with the July 17, 1987 proposal which is incorporated herein by reference and with the attached Statement of Work.
Task Order No. 008 shal_1 be in effect for a thirteen-month period from the effective'date of this task order.

The total cost ceiling of this. task is $175,011.00, of which $161,300.00-I represents the total estimated cost and $13,711.00 represents the fixed.

incrementally fund this Task Order up to its full estimated amount over its full period of performance, at no time will the Government reimburse the Contractor for costs incurred in excess of the. then applicable level of obligation. TASK DESCRIPTION-FOR EVALUATION OF MAJOR SAFETY ANALYSIS REPORT SEGMENTS FOR llIGH-LEVEL WASTE SOLIDIFICATION AT WEST VALLEY FIN 0-1066
1.0 Background
The Department of Energy (D0E) has issued a Project Plan related to the solidification of high-level wastes in accordance with the West Valley Demonstration Project Act. The Plan includes a schedule indicating the major 3
segments of safety analyses which will. be provided for NRC review over the
]
next several years.' Also shown on the schedule is the receipt by the NRC of 1
preliminary design documentation useful for the understanding of safety j
topics. This preliminary information will be received prior to the' receipt of the safety analysis report segments.
In addition, the schedule indicates preferred dates for the review and issuance of safety evaluation impacts by

the NRC on each segment and likely startup dates for that portion of the
..]
Project. In the work description below we identify those tasks for which the NRC will require contractor assistance in order to evaluate.public health and safety considerations.
Contractor assistance on Subtask A, B, and C was initiated under Task 015 of Contract No. NPC-02-83-035.
2.0 Work Required Subtask fi - Cement Solidification System The Contractorshall review and comment on preliminary information.and the SAR l
on the cement solidification system.
The potential for radiological accidents which can affect the health and safety of the public will be essessed.
The capability r f the system to package wastes to rceet established criteria for the protection of the health and safety of the public will be assessed.
We estinate one tran-month of effort for this subtask Subtask B - Liquid t'aste Treatment System The Contractor shallreview and comment on preliminary information on the liquid waste treatment system. This review will be coordinated with the review of subtask A on the cement solidification system.
The potential for radiological accidents which can affect the health and safety of the public will be assessed. The quantities of waste produced from this system will be estimated. We estimate two man-months of effort for this subtask.
Subtask C - Cold Operations in Component Test Stand The Contractor sha11 review the CTS Cold Operation SAR from the~ perspective.of-system performance during operation with radioactive materials and its probable capability to protect the health and safety of the public.
The relationship of this SAR to other SARS such as vitrification and supernatant treatment will be understood. Of particular interest will be the. individual

i and combined performance of melter off-gas system components, melter and melter feed system safety, and capability for remote maintenance and operation. We estimate approximately five man-months of effort for this subtask.
Subtask D - Vitrification Facility i
The Contractor shall review and consnent on both preliminary information and. the j]
SAR on the vitrification facility. The emphasis in this subtask will be on potential accidents and the relationship of CTS ventilation to other l
ventilation systems. The Contractor shall coordinate this review with the-review of subtask C (CTS cold operations). Operational controls, including j
instrumentation will be assessed. We estimate three man-months for this subtask.
Subtask E - Sludge Mobilization l
l The Contractor shall review and comment on preliminary information provided byl 00E on sludge mobilization. The potential for radiological accidents which i
can affect the health and safety of the public will; be assessed. We estimate l
two man-months effort for this subtask.
Subtask F - Radwaste Treatment System Drum Cell The Contractor shall review and comment on the preliminary information and the.
SAR on the Drum Cell Storage for Class B and C Low-level Waste.
The potential for radiological accidents which can affect the health and safety of the public will be assessed. 6.0 Completion Date The completion date for this entire task is September 1,1988.
However, individual subtasks or portions of subtasks will be completed by September 30, 1987,'as directed by the Project Manager.
