REPORT OF INVESTIGATION 8Y THE OFFICE OF INSPECTOR AND AUDITOR N0. 86-10 (BOARD NOTIFICATION NO. 87-12 )

By Board Notification No. 86-24 dated December 11, 1986, the stai'f provided you with the NRC Office of Inspector and Auditor (0IA) Report No. 85-10 concerning Region IV inspection activities at Comanche Peak. Deletions were made to the report, and the report's enclosures were withheld as issued with the Board Notification because the findings of the report potentially could require the initiation of management, enforcement and/or investigatory actions. By Board Notification No. 87-06 dated April 3,1987, the staff provided a correction to the OIA report.

The Commission has issued a press announcement (Enclosure 1) releasing OIA Report No. 86-10 and its attachments (Enclosure 2). As discussed further in the announcement, the Commission has also authorized the release of the fol-lowing additional documents: (1) Report NUREG-1257, dated March 1987, which is a report prepared by a senior NRC staff team providing an evaluation of information presented in the OIA report (Enclosure 3); (2) the NUREG-1257 l

references, and (3) an April 14, 1987 memorandum from the Executive Director of Operations to the Commission on the implementation of the recommendations made by the staff in NUREG-1257 (Enclosure 4). In these documents some limited information has been deleted because of personal privacy considerations.

Because these documents address matters regarding Region IV's inspection activities as they portain to Texas Utilities Electric Company's quality as-surance program and its implementation, portions may be relevant and material l

Therefore, the staff is providing, for your infor-I mation, the press release, the OIA Report No. 86-10, NUREG-1257, and the ED0 memorandum to the Comission as Enclosures 1 through 4. The parties to the proceeding will receive a copy of this memorandum with Enclosures 1 through 4 in their entirety. Because the attachments to 0IA Report No. 36-10 consist of about 3,500 pages, other addressees on the Comanche Peak service list will receive a copy of this memorandum without these attachments. Copies of all documents released are available for public inspection at the NRC's Public Document Room at 1717 H Street, N.W., Washington, D.C. 20555, the two local l
